Or. Rev. Stat. § 431A.625 – Oregon Health Authority to establish services and programs

(1) The Oregon Health Authority shall establish an acquired immune deficiency syndrome program:
1. (a) To provide education and prevention services to its clients; and
2. (b) To provide education and prevention services to the public.
(2) Programs authorized by this section may be operated by the authority directly or under contract with public and private agencies.
