The director of a juvenile department or one of the counselors shall:

1. (1) Make or cause to be made an investigation of every child, ward, youth or adjudicated youth brought before the court and report fully thereon to the court.
2. (2) Be present in court to represent the interests of the child, ward, youth or adjudicated youth when the case is heard.
3. (3) Furnish such information and assistance as the court requires.
4. (4) Take charge of any child, ward, youth or adjudicated youth before and after the hearing as may be directed by the court.
