In addition to its other powers, the Oregon Health Authority may:

1. (1) Enter into agreements with, join with or accept grants from the federal government for cooperative research and demonstration projects for health and health care purposes, including, but not limited to, any project that:

   1. (a) Improves the lifelong health of Oregonians.
   2. (b) Aids in effecting coordination of planning between private and public health and health care agencies of the state.
   3. (c) Improves the administration and effectiveness of programs carried on or assisted by the authority.

2. (2) With the cooperation and the financial assistance of the federal government, train personnel employed or preparing for employment by the authority. The training may be carried out in any manner, including but not limited to:

   1. (a) Directly by the authority.
   2. (b) Indirectly through grants to public or other nonprofit institutions of learning or through grants of fellowships.
   3. (c) Any other manner for which federal aid in support of the training is available.
3. (3) Subject to the allotment system provided for in ORS 291.234 to 291.260, expend the sums required to be expended for the programs and projects described in subsections (1) and (2) of this section.
