The Legislative Assembly finds and declares that:

1. (1) It is the policy of this state to encourage cooperation between public universities listed in ORS 352.002 and community colleges on issues affecting students who transfer between the two segments; and
2. (2) All unnecessary obstacles that restrict student transfer opportunities between the two segments shall be eliminated.
