Except as provided in ORS 255.400 to 255.424:

1. (1) ORS chapter 255 governs the following:

   1. (a) The nomination and election of board members.
   2. (b) The conduct of district elections.
2. (2) The electors of a community college district may exercise the powers of the initiative and referendum regarding a district measure, in accordance with ORS 255.135 to 255.205.
3. (3) ORS 249.865 to 249.877 govern the recall of board members.
