As used in ORS 223.112 to 223.132, unless the context requires otherwise:

1. (1) “Council” means the city council or other controlling body of a city.

2. (2) “Economic improvement” means:

   1. (a) The planning or management of development or improvement activities.
   2. (b) Landscaping or other maintenance of public areas.
   3. (c) Promotion of commercial activity or public events.
   4. (d) Activities in support of business recruitment and development.
   5. (e) Improvements in parking systems or parking enforcement.
   6. (f) Any other economic improvement activity for which an assessment may be made on property specially benefited thereby.
