1. (1) The purpose of OAR chapter 945, division 20 is to establish the process for certification of:

   1. (a) Health plans as qualified health plans (QHPs); and
   2. (b) Standalone dental plans (SADPs) as providing pediatric dental benefits.

2. (2) Except for multistate plans, as defined in 45 CFR 800.20, OAR chapter 945, division 20 applies to:

   1. (a) All QHPs offered through the Marketplace; and
   2. (b) All SADPs marketed through or outside the Marketplace as providing pediatric dental benefits.
