1. (1) The Oregon Plumbing Specialty Code is applicable and uniform throughout the state and in all municipalities.
2. (2) Unless a local amendment request is approved by the division under ORS 455.040, a municipality may not enact or enforce any ordinance, rule or regulation in conflict with the Oregon Plumbing Specialty Code.

3. (3) The Oregon Plumbing Specialty Code applies to all plumbing installations as addressed in ORS 447.020 and ORS chapter 455 including one- and two-family dwellings of three stories or less within the scope of the Oregon Residential Specialty Code.
