1. (1) Application. The provisions of OAR 918-674-0000 through 918-674-0300 shall apply to all prefabricated structures other than a manufactured dwelling as defined under ORS 446.003.
2. (2) Purpose. The purpose of these rules is to provide uniform, minimum procedures for plan approval and inspection for the regulation of structures or portions thereof, that are wholly or partially prefabricated using closed construction at an off-site location.

3. (3) Scope. These rules shall apply to the design and construction of all prefabricated structures that are intended to be sold, leased or installed in Oregon.
