All municipalities providing electrical inspections shall submit:

1. (1) Ordinance amendments and intended effective dates and change of electrical fees, regardless of whether fees are adopted by ordinance, at least 45 days prior to the adoptive date.
2. (2) Amendments and intended effective dates regarding the operating plan at least 30 days prior to implementation.
