1. (1) As it is developing the IRP and in advance of filing the IRP, the energy utility must prepare drafts of the following information:

   1. (a) Portfolios that the utility intends to test in its development of the IRP;
   2. (b) Future planning scenarios;
   3. (c) Community impacts metrics;
   4. (d) Near-term action plan; and
   5. (e) Narrative explanation of the utility’s response to any specific direction from the Commission since the filing of the prior IRP to undertake or provide additional information, analyses or actions in the IRP.
2. (2) The utility must solicit public input on each draft element of the IRP sufficiently in advance of making final determinations with respect to that element to fully evaluate the public input it receives for incorporation into the IRP it later files with the Commission.
