Absent written instructions from the customer, and consistent with OAR 860-036-1240(6), the water utility must apply payments in the following order:

1. (1) Past due regulated tariff or statement of rates services;
2. (2) Currently due regulated tariff or statement of rates services; and
3. (3) Non-regulated services.
