1. (1) In proceedings in which the Commission participates jointly with a federal regulatory agency, the federal agency’s rules of practice and procedure govern.
2. (2) In proceedings in which the Commission participates jointly with an administrative body of another state, the rules of procedure of the state where the hearing is held govern. Any person entitled to appear in a representative capacity before any of the agencies involved in the joint hearing may appear in the joint hearing.
