Prior to the adoption, amendment or repeal of any rule, the Psychiatric Security Review Board shall give notice of the intended action:

1. (1) In the Secretary of State's Bulletin referred to in ORS 183.360 at least 21 days before the effective date of the rule;
2. (2) By mailing a copy of the notice to persons on the PSRB's mailing list established pursuant to ORS 183.335(8) at least 28 days before the rule takes effect;
3. (3) By mailing or furnishing a copy of the notice to Designated Legislators in accordance with ORS 183.335(15) at least 49 days before the rule takes effect;

4. (4) By mailing or furnishing a copy of the notice to:

   1. (a) Associated Press;
   2. (b) Attorney General;
   3. (c) Attorneys for Adult Clients;
   4. (d) DHS/AMH PSRB Liaisons;
   5. (e) Disability Rights Oregon (DRO);
   6. (f) Oregon Association of Chiefs of Police
   7. (g) Oregon Criminal Defense Lawyers Association;
   8. (h) Oregon District Attorneys Association;
   9. (i) Oregon Psychiatric Association
   10. (j) Oregon Psychological Association
   11. (k) Oregon State Sheriff’s Association
   12. (l) OSH Consumer and Family Services;
   13. (m) PSRB Community Case Managers;
