1. (1) A person may not produce, process, store, transport, sell, sample, test, or deliver marijuana for commercial recreational use without a license from the Commission or as otherwise authorized under these rules.
2. (2) Nothing in these rules exempts a licensee or licensee representative from complying with any other applicable state or local laws.
3. (3) Licensure under these rules does not protect a person from possible criminal prosecution under federal law.
