1. (1) The penalty must be paid to the Department of the State Fire Marshal within ten days after an order assessing a civil penalty becomes final by operation of law or on an appeal.
2. (2) Penalties not paid within ten days after the order becomes final may be recorded with the county clerk in any county in Oregon.
3. (3) Upon recording of the penalty, the county clerk must record the name of the person incurring the penalty and the amount of the penalty in the County Clerk Lien Record.
