All persons possessing more than ten pounds of 1.3G fireworks or 1.4G fireworks, as classified by the United States Department of Transportation, must annually complete the Hazardous Substance Survey pursuant to ORS 453.307 to 453.372 and OAR chapter 837, division 85.
