Before adopting, amending or repealing any permanent rule, the State Fire Marshal will give notice of the intended action:

1. (1) In the Secretary of State's Bulletin referred to in ORS 183.360 at least twenty-one (21) days before the effective date of the rule;
2. (2) By mailing a copy of the notice to persons on the State Fire Marshal's mailing list established pursuant to ORS 183.335(7) at least 28 days before the effective date of the rule;
3. (3) By mailing a copy of the notice to the legislators specified in ORS 183.335(14) at least 49 days before the effective date of the rule; and

4. (4) By mailing or furnishing a copy of the notice to:

   1. (a) The Associated Press;
   2. (b) League of Oregon Cities;
   3. (c) State Building Code Division;
   4. (d) Fire Standards and Accreditation Board;
   5. (e) Accident Prevention Division, Workmen's Compensation Board;
   6. (f) Association of Oregon Counties;
   7. (g) Oregon Fire Chiefs Association;
   8. (h) Oregon Fire Marshals Association;
   9. (i) Associated General Contractors;
   10. (j) Oregon Council of AIA;
   11. (k) International Conference of Building Officials;
   12. (l) Housing Urban Development;
   13. (m) Oregon State Health Division;
   14. (n) Department of Commerce;
   15. (o) Professional Engineers of Oregon;
   16. (p) Oregon Association of Hospitals;
   17. (q) Northwest Natural Gas;
   18. (r) Capitol Press Room;

   20. (t) Department of Human Resources;
