As used in 2017 Or Laws, ch 719, §2, “Insurer” includes:

1. (1) Any person with a certificate of authority to transact insurance in Oregon;
2. (2) A health care service contractor as defined in ORS 750.005 with a certificate to transact insurance in Oregon; and
3. (3) A multiple employer welfare arrangement as defined in ORS 750.301 with a certificate of multiple employer welfare arrangement in Oregon.
