The director may examine every insurer for the purpose of determining its compliance with:

1. (1) The statistical reporting requirements of OAR 836-042-0045;
2. (2) The premium audit program requirements of OAR 836-043-0110 and 836-043-0115; and
3. (3) The minimum standards of insured education programs of OAR 836-043-0120.
