1. (1) Except for the provision listed in subsection (2) of this rule, the chairperson must preside at all meetings. The chairperson shall confer with the Office on matters that come up between meeting dates, and matters that need to be placed on the agenda for Board meetings. The chairperson may order or reorder the agenda.
2. (2) In the absence of the chairperson from a meeting or a portion of a meeting, the vice chairperson will preside at the meeting.
3. (3) Decisions will be made by a vote of the Board and carried out with a motion and second and a majority vote.
