Prior to the adoption, amendment, or repeal of any permanent rule, the Oregon Board of Dentistry shall give notice of the proposed adoption, amendment, or repeal:

1. (1) By publishing a notice in the Secretary of State's Bulletin referred to in ORS 183.370 at least 21 days prior to the effective date.
2. (2) By mailing, emailing or electronic mailing a copy of the notice to persons on the mailing list established pursuant to ORS 183.335(8) at least 28 days before the effective date of the adoption, amendment, or repeal.

3. (3) By mailing, emailing or electronic mailing a copy of the notice to the following persons and publications:

   1. (a) Oregon Dental Hygienists’ Association;
   2. (b) Oregon Dental Assistants Association;
   3. (c) Oregon Association of Dental Laboratories;
   4. (d) Oregon Dental Association;
   5. (e) The Oregonian;
   6. (f) Oregon Health & Science University, School of Dentistry;
   7. (g) The United Press International;
   8. (h) The Associated Press;
   9. (i) The Capitol Building Press Room.
