Or. Admin. R. 736-149-0380 – Offer Evaluation; Clarification of Offers; Award

(1) The department will evaluate offers using the process and criteria specified in the solicitation document.
(2) Evaluation of Bids. The Department shall use only objective criteria to evaluate Bids as set forth in the ITB. The Department shall evaluate Bids to determine which Responsible Offeror offers the lowest Responsive Bid.
(3) Clarification of Offers: The department may contact offerors after closing for clarification of offers to facilitate the department’s full understanding of the offers. The department will document in the procurement file all offer clarifications obtained.
(4) Award Based on Bids :
1. (a) Unless otherwise specified in the Invitation to Bid , the department will issue an award to the responsible bidder who has submitted a responsive bid that includes the lowest contract cost to the department and that otherwise complies with these rules.
2. (b) The department may issue multiple awards from one Invitation to bid according to the criteria specified in the solicitation document.
3. (c) Partial Awards: The department may issue an award for only a portion of the services specified in a solicitation document according to the criteria specified in the solicitation document.
