1. (1) The department will provide notice of solicitation documents for Formal Procurements and other notices required or authorized by these rules by one or more of the following methods:

   1. (a) By publishing notice on the on-line system maintained by the Oregon Department of Administrative Services;
   2. (b) By publishing notice on the department electronic procurement system;
   3. (c) By placing a notice in a newspaper or trade journal of general circulation in the area where the Contract will be performed;
   4. (d) By giving direct written or electronic notice to potential providers known to the department; or
   5. (e) By giving or publishing notice by any other means reasonably determined by the department under the circumstances to provide sufficient notice to fulfill the purpose and policies of these rules.

2. (2) All advertisements for offers shall set forth:

   1. (a) The project;
   2. (b) The office where contract terms, conditions and Specifications may be reviewed;
   3. (c) The scheduled closing, which shall not be less than five days after the date of the last publication of the advertisement;
   4. (d) The name, title and address of the department person authorized to receive offers;
   5. (e) The scheduled opening; and
   6. (f) If applicable, that the contract is for a public work subject to Davis-Bacon Act (40 U.S.C. 3141 to 3148).
