1. (1) ORS 803.570 requires DMV to establish the fee amounts for each registration plate issued and for each pair of plates issued.

2. (2) The plate fee amounts are calculated by:

   1. (a) Determining the cost to manufacture a single registration plate and a pair of registration plates (cost), respectively, and rounding the cost amount(s) to the next higher dollar; and
   2. (b) Adding $10 for a single plate and $20 for a pair of plates, respectively.

3. (3) Based on the calculation under section (2) of this rule, registration plate fees are:

   1. (a) $13 for a single plate issued ($3 cost + $10 = $13).
   2. (b) $26 for a pair of plates issued ($6 cost + $20 = $26).
