1. (1) The Committee shall submit a report by September 15 of each even-numbered year to the Joint Committee on Transportation, in a manner provided in ORS 184.285, that includes the list of jurisdictional transfers recommended for funding to the Joint Committee on Transportation.  The report must:

   1. (a) Contain a list of up to three jurisdictional transfers recommended for funding; and
   2. (b) Include the criteria used for selection, a summary of the process used to develop the list of recommendations, a list of the Committee members, and any other information the Committee deems relevant.
2. (2) The Committee Chair or their designee may submit the report to ODOT staff for distribution to the Joint Committee on Transportation.
3. (3) The Committee will provide a copy of the final recommendations to the OTC when the report is submitted to the Joint Committee on Transportation.
