1. (1) Basis of Award. After award, ODOT shall make a record showing the basis for determining the successful Offeror part of ODOT's solicitation file.

2. (2) Contents of Award Record. ODOT's record shall include:

   1. (a) Bids.
   2. (b) Completed Bid tabulation sheet; and
   3. (c) Written justification for any rejection of lower Bids.
