1. (1) Not later than August 31 of each calendar year, the Commission, in consultation with the Transfer Council, shall determine the major courses of study for development as a CAP.
2. (2) The Commission may designate a greater number of majors for development in each calendar year than is required to be approved and implemented under ORS 350.404(4).

3. (3) The Commission shall publicly identify the criteria used to make such determinations, which shall include, but need not be limited to, a consideration of:

   1. (a) The major courses of study with the most workforce demand; and
   2. (b) The most common major courses of study among students who transfer from a community college to a public university.
