1. (1) Students may file formal written complaints to the Commission of prohibited discrimination in post-secondary education programs that receive direct appropriations from the Legislative Assembly.
2. (2) Students may file formal written complaints to the Commission of prohibited discrimination in admission or instruction at career schools.

3. (3) A formal written complaint may be made to the Commission of retaliation by:

   1. (a) Post-secondary education programs and
   2. (b) Career schools.

4. (4)

   1. (a) Students of private non-profit independent colleges may file formal complaints to the Commission that relate to state financial aid.
   2. (b) The Commission shall refer other complaints regarding private non-profit independent colleges to appropriate state or federal authorities.
