Any person who holds a water use subject to transfer may request that the Department approve:

1. (1) For a period of not to exceed five years, a temporary transfer of the place of use and, if necessary to convey the water to the new temporary place of use, point of diversion or appropriation; or
2. (2) For a period of not to exceed 25 years, a temporary transfer in the Deschutes River Basin of place of use, type of use, and point of diversion or appropriation if necessary to convey water to the new temporary place of use, of all or a portion of a water right.
