In order to approve an application, the Director shall apply the following standard: that the location, design, construction or operation of the proposed project shall not jeopardize the continued existence of plant species which are:

1. (1) Designated or officially proposed by the USF&WS as threatened or endangered pursuant to the Endangered Species Act of 1973.
2. (2) Identified by the Oregon Department of Agriculture as endangered, threatened or candidate species in Oregon.
