The objectives of the Black Bear Management Plan are:

1. (1) Recognize the black bear as an important part of Oregon’s fauna, valued by many Oregonians.
2. (2) Maintain healthy black bear populations within the state into the future.
3. (3) Conduct a management program that maintains healthy populations of black bear, and recognizes the desires of the public and the statutory obligations of the Department.
