Tags shall be issued by a controlled hunt drawing following the procedures established in OAR chapter 635, division 060. Except as provided in OAR-065-0015, a hunter successful in drawing one of the controlled muzzleloader deer tags shall not hunt in any general deer season or other 100 series hunts.
