A foreign exchange student (defined as persons classified "J-1" by the U.S. Immigration Service) attending a school in Oregon shall be considered a resident for the purpose of purchasing licenses, tags and stamps if the student attests to ownership of a valid U.S. Immigration document or other government document showing "J-1" classification. Upon request, the foreign exchange student must submit a copy of referenced documents to the Department or enforcement.
