1. (1) The department recognizes natural production, public hatchery, STEP, and cooperative hatchery production as necessary and critical elements in the state’s salmon production system in order to provide harvest opportunities for Oregon’s citizens.

2. (2) Cooperative salmon hatchery project goals are:

   1. (a) Provide the greatest possible opportunity for citizen participation in achieving the department's management objectives;
   2. (b) Promote local economic development and enjoyment of the state’s salmon resource by all the citizens of Oregon;
   3. (c) Provide for harvest opportunities and local production needs;
   4. (d) Protect and restore natural populations of salmon through the use of hatchery technology where appropriate;
   5. (e) Develop new sources of revenue or support for production of hatchery salmon in Oregon.
