The Department shall separate eligible applicants into one of the following categories:

1. (1) Category A shall contain permit holders who held licenses prior to February 28, 1977.
2. (2) Category B shall contain permit holders not contained in Category A who held licenses subsequent to February 28, 1977, but prior to December 22, 1980.
