1. (1) In the event that an eligible permit holder dies subsequent to January 29, 1982, his or her permit may then be purchased from the personal representative or executor administering the estate of the permit holder.

2. (2) In the event that the permit holder's estate referred to in section (1) of this rule is closed:

   1. (a) The permit may be purchased from the permit holder's spouse;
   2. (b) In the event that the permit holder is not survived by a spouse, the permit may be purchased from the permit holder's children.
