The purpose of this division is:

1. (1) To establish procedures, standards and requirements to be used by the department to determine if a new plat application that proposes to lease and use state lands located in coastal estuaries for the commercial cultivation of oysters, clams or mussels is consistent with ORS 622.210 to 622.360.
2. (2) Establish procedures, standards and requirements for the sale, lease, assignment, conveyance, relinquishment or other transfer of shellfish plats.
3. (3) Establish procedures, standards and requirements for the withdrawal of unproductive and abandoned lands.
