1. (1) The provisions of this section do not apply to a livestock auction market operating under the federal Packers and Stockyards Act.

2. (2) A complete and accurate financial statement shall be furnished to the Department by an owner or operator of a livestock auction market:

   1. (a) At the time an application for a license is furnished to the Department by an applicant desiring to operate a new market, or to take over or operate an existing livestock auction market;
   2. (b) At the time an application for renewal of a license is forwarded to the Department;
   3. (c) At such other times as the Department deems necessary to enable it to carry out its duties and responsibilities under ORS Chapter 599.
