The Executive Director may issue certificates, grant reinstatements, and renew certificates when each of the following conditions exists:

1. (1) All requirements for certification established by law and rules have been met;
2. (2) The applicant has furnished evidence satisfactory to TSPC of the applicant’s fitness to serve as a school nurse;
3. (3) The Executive Director deems that any “yes” answer on the application’s character questions does not adversely affect the applicant’s ability to serve as a school nurse.
