1. (1) School district boards shall prepare written rules of pupil conduct and discipline that shall include, but not necessarily be limited to, the following topics:

   1. (a) Assembly of students;
   2. (b) Dress and grooming;
   3. (c) Motorized and nonmotorized vehicles;
   4. (d) Search and seizure;
   5. (e) Attendance;
   6. (f) Freedom of expression;
   7. (g) Alcohol, drugs, and tobacco;
   8. (h) Student records;
   9. (i) Discipline, suspension, and expulsion.
2. (2) School district rules pertaining to these topics shall include statements on student rights, responsibilities, and conditions which create a need for these rules.
