1. (1) To be eligible to receive the Oregon Minority Educator Retention Grant an applicant must be:

   1. (a) School districts.
   2. (b) Consortium of school districts and other entities (each consortium must include at least one school district as a member).
2. (2) A single grant proposal may include more than one eligible applicant, but the fiscal agent must be a school district.
