The Department of Education shall allocate funds for Educator Effectiveness and CCSS Implementation to:

1. (1) School districts or consortia of small districts to support an Education Facilitator Team and district implementation.
2. (2) Non-profit organizations and postsecondary institutions for the purpose of supporting implementation.
