The Oregon Department of Education shall allocate funds for Regional STEM Hubs based on the following criteria:

1. (1) The following entities shall be eligible for the Regional STEM Hub Grant:

   1. (a) Existing STEM Hubs;
   2. (b) School districts;
   3. (c) Education service districts;
   4. (d) Student-focused nonprofit organizations;
   5. (e) Postsecondary institutions for the purpose of supporting STEM & CTE education; and
   6. (f) Any of the nine federally recognized Native American Tribes in Oregon.

2. (2) A Regional STEM Hub must be established by a school district, postsecondary institutions or student-focused nonprofit and is required to include the following additional partners at a minimum:

   1. (a) A School District or ESD,
   2. (b) A Postsecondary Education Partner,
   3. (c) A Student-focused nonprofit; and
   4. (d) An Industry, Business or STEM focused Community Partner.

3. (3) A Regional STEM Hub must be able to demonstrative that the Hub has the following five key elements:

   1. (a) A common agenda;
   2. (b) Shared measurement systems;
   3. (c) Mutually reinforcing activities;
   4. (d) Continuous communication; and
   5. (e) Backbone support organizations.
