(1) The Expanded Reading Opportunities Grant is established as part of the Early Reading Program Strategic Investment.
(2) The purposes of the program are to:
1. (a) Extend and expand reading opportunities in public schools; and
2. (b) Improve the reading proficiency of students by the time the students complete the third grade.
