1. (1) Eligible applicants can develop optional targets to monitor student, staff, and system changes that meet the following criteria:

   1. (a) Are measurable in a consistent way each time new data is available;
   2. (b) Are evidence-based;
   3. (c) There is disaggregated data by focal student groups and/or staff, to the extent possible;
   4. (d) Are culturally responsive;
   5. (e) Align with the purpose of optional targets; and
   6. (f) Connect to an investment.
2. (2) Optional targets not meeting these criteria must be approved by ODE prior to an SIA grant agreement being executed.
