1. (1) Sponsoring Organizations must develop a four-year Regional Plan in partnership with representatives of Member Organizations and Coordinating Body Members that articulates the region’s approach to collectively developing and investing in systems of support for all Educators that makes progress towards statewide initiatives and district priorities as a way to strengthen the Educator in accordance with policies and goals of ORS 342.943 and OAR 581-012-0011. The Regional Plan must:

   1. (a) Comply with the requirements of ORS 342.943(3) and (4);
   2. (b) Incorporate professional learning plans that describe activities that align to ORS 342.943 (3) and (4), and are developed by representatives of Regional Educator Network’s Member Organizations, that is informed by teacher perspective and that identifies purposeful and planned programmatic activities aimed at improvement and innovation to support Educators in accordance with the policies and goals of ORS 342.943;
   3. (c) Describe Technical Assistance to be provided by the Sponsoring Organization to Member Organization that will assist in the implementation of activities identified in Professional Learning Plans;
   4. (d) Identify responsibilities of the required Regional Educator Network coordinator and the amount of assigned FTE;
   5. (e) Identify leveraged resources and additional partner contributions;
   6. (f) Articulate how funding will be used to support the work of the Regional Educator Network and Member Organizations;
   7. (g) Develop a communication and engagement plan that describe how the Sponsoring Organization will engage and communicate with the Coordinating Body, Member Organizations and network members to coordinate efforts across the region to strengthen the Regional Educator Network; and
   8. (h) Span a minimum of four years.
2. (2) Sponsoring Organizations must submit the Regional Plan to the Educator Advancement Council. Each biennium the Educator Advancement Council staff will announce a deadline for submission of the Regional Plan.
3. (3) Educator Advancement Council staff will review and evaluate if a Regional Plan meets the requirements of subsection (1) of this rule and make recommendations to the Educator Advancement Council whether a plan should be approved. A Regional Plan will be approved if the plan meets the requirements of subsection (1) of this rule.
4. (4) Sponsoring Organizations may amend an approved plan so long as the amendment is done in consultation with the Educator Advancement Council staff and the amended plan is approved by the Council as required under subsection (1) of this rule.

5. (5) If a REN Plan is not approved by the Council, the EAC staff will notify the Sponsoring Organization in writing that includes a rationale for why the plan was not approved.

   1. (a) Within 60 days of receiving written notice, the Sponsoring Organization must submit a revised plan to the Educator Advancement Council for review.
   2. (b) The Educator Advancement Council will approve the proposed revisions submitted if the plan meets the requirements of subsection (1) of this rule.
