1. (1) Annually, ODE will determine whether a school district has met or not met the adopted performance growth targets.

2. (2) ODE annually reviews each school district’s review of progress towards meeting performance growth targets and will evaluate each individual metric for:

   1. (a) Meeting the Baseline Targets.
   2. (b) Meeting the Gap-Closing Targets.
   3. (c) The district’s review of progress.

3. (3) Districts will be considered to have met the performance growth targets for a single metric when:

   1. (a) The baseline and gap-closing targets are met, or
   2. (b) The baseline target is met, AND the district review of progress indicates progress for the gap-closing target has been made, or
   3. (c) The gap-closing target is met, AND the district review of progress indicates progress for the baseline target has been made.
4. (4) If none of these conditions are met, the metric will be considered “Not Met.”
