- (1) “Baseline Targets” means the minimum growth target that the school district and the Oregon Department of Education agree is satisfactory for all students included in the metric.
- (2) “Gap-Closing Targets” means the growth target that the school district and the Oregon Department of Education agree is needed to close existing gaps between all students included in the metric and the combined focal group students included in the metric within a reasonable period of time.
- (3) Each school district receiving state school funds co-develops four years of Performance Growth Targets with the Oregon Department of Education, starting with the 2026-27 school year.
(4) Performance Growth Targets include the following metrics:
(a) For school districts identified in OAR 581-003-0001 (24)(a) and OAR 581-003-0001 (24)(c):
- (A) Each of the Common Metrics; and
- (B) One Local Metric.
(b)
- (A) For the Juvenile Detention Education Program, The Youth Corrections Education Program, the Oregon School for the Deaf, and Approved Recovery Schools:
- (B) Differentiated Metrics as identified in OAR 581-003-0020.
(c)
- (A) For Education Service Districts that has enrolled students in any grade kindergarten through grade 12 for specialized services:
(B) Up to five metrics developed with the Oregon Department of Education that meet the following:
- (i) Be a measure of student performance outcomes;
- (ii) Have at least two years of historic data with at least 10 students per year;
- (iii) Be disaggregated by focal student groups;
- (iv) Continue data collection using consistent definitions for the duration of the Performance Growth Target span;
- (v) Provide aggregate data for the metric to the Oregon Department of Education in annual reporting; and
- (vi) Make available student level data to the Oregon Department of Education when requested.
- (d) For Eligible day treatment programs and eligible residential treatment programs for education services to children who are in treatment programs as described in ORS 343.961:
- (A) Two differentiated metrics selected from the list identified in OAR 571-003-0020 (7); and
(B) Three additional metrics that meet the following criteria:
- (i) Be a measure of student performance outcomes;
- (ii) Have at least two years of historic data with at least 10 students per year;
- (iii) Be disaggregated by focal student groups;
- (iv) Continue data collection using consistent definitions for the duration of the Performance Growth Target span;
- (v) Provide aggregate data for the metric to the Oregon Department of Education in annual reporting; and
- (vi) Make available student level data to the Oregon Department of Education when requested.
- (5) Each school district may add Optional Metric targets to their Performance Growth Targets.
(6) For the purposes of setting targets, the following minimum student size (denominator) is required for each metric and target type:
- (a) A minimum denominator of 10 students for each of the last four years, or
- (b) A minimum denominator of 10 students for each year of available data if there are fewer than four years available.
(7) For each year and metric, two types of targets are included in Performance Growth Targets:
- (a) Baseline Targets; and
- (b) Gap-Closing Targets.
- (8) Each newly-established Approved Recovery School and Eligible day treatment programs and eligible residential treatment programs for education services to children who are in treatment programs as described in ORS 343.961 have two school years to establish historic data prior to creation of Performance Growth Targets.
