To receive financial aid from this program an applicant must:

1. (1) Be an Oregon resident with a child;
2. (2) Be enrolled or accepted for enrollment as an undergraduate at an Oregon postsecondary institution;
3. (3) Maintain satisfactory academic progress; and
4. (4) Not be in default on any federal Title IV loan or owing a refund on federal Title IV funds previously disbursed.
